When a house is vacant, does it test at a higher radon level?

In a similar occupied house with a normal occupied temperature, a vacant upper floor will have higher radon levels than a similar vacant upper floor.  An occupied house with the same temperature would have higher radon levels than a vacant one. The normal ventilation in a vacant home prevents radon levels from rising.
